A freelance developer’s hourly rate is a unit price, not a project budget. The useful question is what the proposed work includes, how uncertain it is and what you will own afterwards. There is no single reliable price for every website, and I do not publish invented market averages.
To compare a web developer’s cost per hour, also compare what an hour buys: discovery, design, implementation, testing or support. A freelance website design cost should state whether writing, photography, licences and hosting are included. Ask for assumptions and an approval point before work exceeds the agreed scope; a lower hourly rate does not establish a lower total project cost.
Make the scope comparable
Imagine two quotes for an online store. One includes a theme setup and twenty products. The other includes migration, payment testing, an inventory connection, bilingual content and staff training. Their prices cannot be compared fairly until the deliverables match. Ask each provider to list inclusions, exclusions, assumptions and who supplies the content. A cheap headline can become expensive when the missing work appears later.
Choose a billing model that fits the uncertainty
A fixed price can work well for a defined scope with agreed acceptance criteria. Time-based work is often more practical for diagnosing an unfamiliar application or iterating on a product. A discovery milestone can help turn uncertainty into a clearer estimate. Whatever the model, agree how changes are approved and whether there is a spending cap before extra work begins.
Count the costs after launch
Hosting, domain renewals, paid extensions, email delivery and maintenance belong in the decision. For WordPress, recurring extension licences can be an important part of the operating budget. A custom application may need dependency updates and monitoring. Ask for an estimate of these categories, with assumptions, rather than a promise that an unfamiliar site will run forever without attention.
Pay for a checkable result
Define a successful handover before accepting the quote. That might mean a tested order journey, a documented API, an editor who can publish independently and redirects for important old URLs. Include how bugs are reported and which support period is covered. This gives the final payment a practical meaning beyond “the website looks finished”.
